Gurudutt Bellare, a Senior Hydrocarbons and Energy sector professional has over 50 years of experience in the oil refining, fertilizers, and petrochemicals industries. He is a graduate chemical engineer from the University Department of Chemical Technology (UDCT) Bombay (Present ICT) with a post-graduate diploma in Industrial engineering and Management. Mr. Bellare is the founder and director of the private limited company ‘Hydrocarbons Consultants Private Limited (HCPL)’ which deals with hydrocarbons project development and management. HCPL has worked with and delivered successful projects to international companies like Jacobs Consultancy Inc. of USA, Axens of France, Esso India (formerly EXXON MOBIL) and to the Essar Group – Essar Oil Ltd. India and Essar Oil (UK) Limited. Mr. Bellare has a high level of network and international exposure with large business players in India, the US, Europe, and Asia Pacific. The core expertise and experience of Mr. Bellare lie in the areas of strategic planning, projects development and management, formulating joint ventures, and managing a large team of engineering and management professionals. He has successfully managed projects in the downstream petroleum refining and petrochemical industries in the private sector, covering areas of project configuration, technology selection, process design and PMC management. Mr. Bellare has kept abreast of the times towards attaining net zero carbon emissions. He has worked on technologies and projects related to carbon reduction in the crude oil refining sector, this industry being one of the biggest emitters of carbon dioxide.

2016 to Present –Independent Consultant / thru Hydrocarbons Consultants Private Ltd- (HCPL)
Worked for the Essar Group from October 2018 to September 2023 1). in India as Senior Advisor for developing new Projects in the Refining and Petrochemicals and 2). for Essar Oil UK for value addition of and upgrading their Stanlow Refinery towards meeting Essar’s objective of attaining net zero carbon emission.
April 2011 to April 2016
Worked for the Refinery Expansion Project of Essar Oil Ltd. (now Nayara Energy) in 2 phases - from capacity 10.5 MMTPA to 20.0 AMMTPA with Complexity Index of 11.8 and subsequently to 44.0 MMTPA. Phase I was commissioned and is in operation. For Phase 2, optimum Configuration and Feasibility Studies were developed. Phase 2 Expansion Project involved setting up a new parallel Refinery at the same site of the existing Refinery and integrated with an olefinic and aromatics complex.
July 2007 to March 2011
Independent Consultant providing consultancy services to i) Jacobs Consultancy Inc. Houston as Senior Advisor for Refining, Petrochemicals and Carbon Group businesses. Supported technical and marketing services for Jacob’s Indian and international clients.
July 2007 to March 2011 as Technical Consultant to Axens of France (Technology Licensing company).
Supported Refinery Configuration and and market services for Axen’s outside India projects.
Dec 1992 to June 2007 - with the Essar Group (Essar Oil Ltd.).
Last position – Senior Vice President (Projects). Key role in conceptualizing of the base refinery (capacity10.5 MMTPA equivalent to 220,000 BPSD), developing the configuration, selection of and coordinating with the PMC and the licensors, and in implementation of the Project; Last assignment was Head of Business Development, reporting to the Vice Chairman for developing the Expansion of the Base Refinery from 10.5 MMTPA capacity to 20 MMTPA and thereafter to 34 / 44 MMTPA capacity integrated with a global sized Petrochemical complex.

Jan 1965 to Oct 1979.:
Exxon-Mobil—Multinational Corporation / HPCL: With Esso (now Exxon Mobil), at their Refinery and Head offices in Mumbai in the Economics and Budget, Finance and Planning, Operations Analysis and Projects Divisions and later with the Chairman as Head of the Chairman’s secretariat –Assignment was to develop the plan for the optimum utilisation of Bombay High Crude and Associated Gas – as directed by the Ministry of Petroleum.
August 1962 – December 1964:
Atomic Energy Establishment, India.
Joined their Training School and later absorbed as Senior Scientific Officer. Worked in the Waste Treatment Division on disposal of high-Level wastes.
